add way (to command center) to send bogous ebXML messages to HefeWeizen

Description

it should be possible to have the system generate an ebXML message and then let the user change settings in the ebXML message ... and then send the ebXML message to a receiver.

there are different things to test:

  • duplicate message id
  • no service known
  • no ack requested set (as defined in the CPA)
  • ack message acking a message that does not exist
  • pong message that has no ping message
